Rotation is enforced at the database level, so two simultaneous submissions cannot land on the same rep. Deactivated users are skipped without losing a turn, and editing the form does not reset rotation fairness.

Auto-assignment applies only to unowned records. A repeat submission can never take a contact away from the rep already working it.
